Text Box: CLALLAM COUNTY WATER-BODY SEGMENTS ON THE 2004 WA. STATE WATER QUALITY ASSESSMENT REPORT
[COMBINED 303(d) & 305(b) REPORT], AS REQUIRED UNDER THE FEDERAL CLEAN WATER ACT
This list, approved by EPA and released on 11/4/05, contains all water-body segments in Clallam County for which data was submitted and accepted by the Washington State Dept. of Ecology (DOE), which is delegated by EPA to compile the list and assess the condition of the state's waters on a biennial basis.  The list classifies the data about a given water-body segment into various "grade" categories ranging from "meets standards" to "impaired".  Different types of data (i.e., parameters) on a particular segment could be classified into different grade categories, so that a given segment might be listed in each of the grade categories below, for different parameters.  (For example, a segment might be "Impaired" for fecal coliform, "Of Concern" for dissolved oxygen, and "Meets Standards" for temperature.)  Segments are listed below by impairment category, and within each category are arranged alphabetically.
NOTE:  There are some errors in DOE's listings, noted below, which DOE has not corrected in the listings on their website.  These errors will be corrected when DOE publishes their next update of the list, scheduled for spring 2006.

Text Box: CATEGORY 5:  IMPAIRED BY A SPECIFIED POLLUTANT [A.K.A. "THE 303(d) LIST"]
These are sites where some entity or combination of entities found sufficient violation of state water quality standards for one or more specified pollutants (as defined by state statute) to qualify the site for the "Impaired Waters" [303(d)] list under the federal Clean Water Act.  At these sites, the WA Dept. of Ecology will be required by the U.S. Environmental Protection Agency to eventually devise cleanup plans (a.k.a., "Total Maximum Daily Loads," or "TMDLs") under the Clean Water Act.

Text Box: SPECIAL CATEGORY 2:  BIOLOGICALLY IMPAIRED SITES WHERE DOE MUST CONDUCT FURTHER ASSESSMENT
These are sites where Streamkeepers (and in two cases the Dept. of Ecology) found biological impairment as evidenced by "bioassessment" of benthic macroinvertebrate ("stream bug") data.  In the case of Streamkeepers, the assessment tool was the 10-metric genus-level Benthic Index of Biological Integrity for the Puget Sound Lowlands, as developed by James Karr and his students at the University of Washington (for details, see http://www.clallam.net/streamkeepers/html/benthic_index.html).  At these sites, the U.S. Environmental Protection Agency is requiring the WA Dept. of Ecology to perform further assessment for specific pollutants by 2006 to determine if they belong on the official Impaired Waters [303(d)] list, which would require federally-mandated cleanup plans ("TMDLs") under the Clean Water Act.
