The purpose of this public participation plan and scope of work is in support of the County efforts to review and consider updates to provisions of the comprehensive plan and development regulations (e.g., zoning) that pertain to mineral resource lands to complete the County’s periodic review and evaluation under RCW 36.70A.130 and RCW 36.70A.131 of the Washington State Growth Management Act (GMA). Implementation of this public participation plan is also in response to the remand order by the Western Washington Growth Management Hearings Board (WWGMHB), Case No. 18-2-0006, for the County to conduct further review and public participation process related mineral resource land designations and regulations consistent with RCW 36.70A.131 and guided by GMA public participation requirements.
This Participation Plan and Scope of Work is made necessary by decisions of the Western Washington Growth Management Hearings Board from April and May of 2019. In those decisions the Growth Board ruled Clallam County had failed to comply with state law regarding “public participation” with respect to the required “periodic review” of the Comprehensive Plan provisions and development regulations of the County that designate, regulate and protect locations in the County where mineral resources lie or are being extracted that must occur approximately every 7 years.
Clallam County’s current mineral resource land designations and development regulations are primarily based on land use planning efforts that were conducted more than 20 years ago. As part of the periodic review of comprehensive plan and development regulations, the GMA in RCW 36.70A.131 requires review of mineral resource land designations and regulations. |

Public Participation Workshop Schedule: |

The Clallam County Department of Community Development will hold four community work shops in September and October 2019, at the city of Forks, Port Angeles, Sequim, and Clallam Bay/Sekiu.
|
The workshops will feature a presentation covering four basic subject areas:
- Overview on the County’s Mineral Resource Lands.
- Receive input from the community on possible changes to the County’s Mineral Resource Lands.
- Discuss the desired outcomes from what is being proposed.
- Discuss the need and Washington state requirements on Mineral Resource Lands.
