Clallam County has 95 precincts and all precincts have both a number and a name.  If a precinct is split, it means not all of the precinct has all of the same districts.  A precinct may have two different school districts, fire districts, etc.  The "sub code" will show which district is split within the precinct.  Election returns show only the precinct number, so if you are looking for a name, you will have to convert it to the name by looking at the precinct list and sub code list.
