Proposed ordinances relating to enforcing compliance with Clallam County Code

Clallam County is considering the following ordinances for adoption (click blue links for .pdf versions of the referenced documents):
Code Compliance Title. This is a proposed new title that would provide uniform administrative code compliance methods to be used to enforce Clallam County ordinances, with an emphasis on achieving voluntary code compliance. The proposed title provides that its applicability is limited to the Department of Community Development (DCD), unless the Board of County Commissioners by separate ordinance(s) decides to extend applicability to other Departments.
Code Amendments. These proposed ordinances would replace existing enforcement provisions in the various titles and chapters subject to enforcement compliance by DCD with references to the proposed new Code Compliance Title. No changes are being made to any of the substantive controls on the development of land.
Chapter 21.01, Building and Construction Code. The amendment also includes an appeal provision to govern appeals from administrative decisions under Chapter 21.01 CCC that are not governed by Chapter 26.10 CCC (none-SEPA building permit applications).
Chapter 27.01, Environmental Policy.
Chapter 27.12, Critical Areas Code.
Chapter 29.47, Subdivisions. The amendment reflects relevant enforcement provisions of Chapter 58.17 RCW, Plats, Subdivisions, Dedications.
Chapter 33.59, Zoning.
Section 33.49.510(5), WCF.
Chapter 35.01, Shoreline Management. The amendment reflects relevant enforcement provisions of Chapter 90.58 RCW, Shoreline Management Act of 1972 and related Chapter 173-27 WAC, as amended.
Chapter 26.01, Planning Agency.
Chapter 26.10, Consolidated Development Permit Process.
Junk Vehicles Public Nuisance ordinance. The proposed Junk Vehicle Public Nuisance ordinance would repeal and replace the existing Chapter 19.60 CCC, Junk Vehicle Nuisances, in its entirety.
At the October 9, 2006 Board of County Commissioners (BOCC) work session, the BOCC requested that the Planning Commission set a public hearing and consider public testimony regarding these proposed ordinances, and submit to the BOCC its findings and any recommendations for substantive changes. The Staff Report to Planning Commission dated 11/9/06 introduced the proposed ordinances to the Planning Commission. The Planning Commission discussed the proposed ordinances at a work session held on December 6, 2006. At that meeting, a number of issues were discussed and changes recommended. The Staff Memorandum to Planning Commission dated 1/5/07 summarized these issues as well as the resulting changes that were made to, and are reflected in, the proposed ordinances.
The Planning Commission held a public hearing on January 17, 2007. At the conclusion of that public hearing, the Planning Commission voted 7 in favor, 2 against forwarding these proposed ordinances to the BOCC for adoption. No further changes were recommended to the proposed ordinances.
The Agenda Item and Staff Memorandum to BOCC dated January 31, 2007 outline staff's response to the minority objection and to the public testimony received, as well as a summary of the process involved in the development of these ordinances to date.
The proposed ordinances were discussed by the BOCC during its work session on Monday, February 5, 2007 and the BOCC has indicated its intent to issue a call for public hearing on the proposed ordinances for March 13, 2007.
