Proposed 2009 Updates to the County´s Comprehensive Plan, Development Regulations, and Zoning Map

1. Rezoning County-managed parks and recreation areas to a new proposed Parks and Recreation Zoning District.
- About this project. This project would:
- Create a new Parks and Recreation (PR) zoning district which would provide that those uses consistent with the County's Parks and Recreation Master Plan for a particular County park or recreation area will be allowed, either outright or subject to design approval under the County Zoning Code's Conditional Use Permit ("CUP") process.
- Rezone all County managed parks and recreation areas (approximately 700 acres total) from their current zoning designations to the new Parks and Recreation (PR) zoning district, with the following results:
- Many typical park-related uses that do not substantially impact surrounding land uses would no longer be subject to a CUP and would become Allowed outright.
- Those uses that could, unless designed appropriately, significantly impact surrounding land uses would remain subject to the CUP process.
- Direct to Superior Court all appeals from any Hearing Examiner decisions relating to projects on lands zoned under the new Parks and Recreation (PR) zoning district. .

2. Removing the "Palo Verde neighborhood" from the Sequim UGA and rezoning the area to either Rural Low (R5) or LAMIRD Rural (R1).
This project would result in adjustment to the western edge of the Sequim UGA, and rezoning the affected area under either alternative 2 or alternative 3, as described below (alternative 1 is to retain the status quo). The affected area is located to the south of W. Hendrickson Rd. and to the east of N. Priest Rd., is currently located within the Sequim Urban Growth Area, consists of approximately 75 parcels totaling 101 acres, and is currently zoned S(R-II) ("Sequim Urban Residential II") which allows for a maximum density of 4-5 du per acre, with urban services. This proposed project is the result of significant testimony by affected landowners that they do not want to remain in the UGA. The alternatives are as follows:
- Alternative 1
. Retain the S(R-II) zoning with the City and County executing an Interlocal Cooperative Agreement governing annexation phasing and utility expansion issues.
- Alternative 2. Partial UGA Reduction (see
alternative 2 map)
Retain approximately 27 acres and 10 lots located in the northeast and southwest of the neighborhood as UGA and retain S(R-II) zoning of these areas.
Remove approximately 75 acres and 65 lots from the UGA and re-designate and zone these areas Rural Low (R5), which allows for a maximum density of 1 dwelling unit per 4.8 acres. Interim R5 zoning is in place for bordering non-UGA lands.
Alternative 3 – Partial UGA Reduction (see alternative 3 map)
- Same as Alternative 2, except the areas to be removed from the UGA would have a land use and zoning designation of Rural (R1), which allows for a maximum density of 1 dwelling unit per acre.

3. Including the Battelle research facilitity within the Sequim UGA.
This project would expand the Sequim UGA to include the Battelle Marine Research Lands within a new proposed "Research Facility" zoning designation. Ballelle lands that would be included within this proposal are located on Sequim Bay between the Sequim City Limits, W. Sequim Bay Rd, and Washington Harbor Rd. Battelle owned property in Sequim Bay or on Travis Spit ( the narrow strip of land that extends into Sequim Bay from the Miller Peninsula) would not be included within this proposal.
