2008 Rezone Application

The Planning Division has received the following rezone applications in 2008:
Rezone and Comprehensive Plan and Zoning Map Amendment Application REZ2008-00002. The proposed action is to amend the Zoning and Comprehensive Plan Land Use Designation Maps for the parcel referenced as 113025-130000. The property is an approximate 74 acre parcel seven miles west of Lake Crescent, adjacent to the WSDOT gravel pit, between mileposts #213 and #214, zoned "Commercial Forest" (CF). The property is bisected by Highway 101. The proposal would change the subject property to "Rural Character Conservation" (RCC5) or "Rural Low Mixed" (RLM) for the portion of the property south of Highway 101, and "Rural Low" (R5) north of Highway 101. The purpose of the Commercial Forest zone is to protect large forest land parcels from encroachment of uses which threaten effective forest management practices. The purpose of the RCC5 and RLM zones is to conserve and enhance the rural character of Clallam County by providing for the retention of large rural lot sizes allowing productive woodlots, pasture lands and other rural uses typically requiring more than five (5) acres. The R5 zone is to provide areas having a low density rural setting free from commercial, industrial, and moderate density residential developments.

Rezone and Comprehensive Plan and Zoning Map Amendment Application REZ2008-00003. The proposed action is to amend the Zoning and Comprehensive Plan Land Use Designation Maps for eight parcels. Approval of the request would change the zoning and Comprehensive Plan designation for approximately 175 acres of presently zoned "Commercial Forest" (CF) lands and approximately 20 acres of presently zoned "Rural Very Low" (R20) lands, a total of 195 acres to Commercial Forest/Mixed Use 20 (CFM20). The purpose of the Commercial Forest zone is to protect large forest land parcels from encroachment of uses which threaten effective forest management practices. The R20 zone is to conserve and enhance the forest resources of Clallam County by providing a transition between rural land uses and Commercial Forest zoning districts. The proposed CFM20 zone is to maintain and enhance the forest resources of Clallam County through conservation of productive forest lands and discouragement of incompatible land uses. Four of the subject parcels are owned by Green Crow Timber LLC, three parcels are owned by Green Crow Corporation, and the R20 parcel is owned by Sharon and Richard Larsen. These parcels are located at the terminus of Zaccardo Road and are referenced as tax parcel numbers 022907-330000, 022907-330200, 022907-320200, 022907-310200, 022907-310000, 022907-420200, 022907-420000 and 032912-440000.
