Project Review Process
The Project Review process is available for projects that may be subject to complex regulations or require multiple permits.

What is the Project Review Process?
The Project Review Process allows applicants to find out what permits, licenses, and fees will be required by all applicable Clallam County agencies for a specific development proposal, prior to submitting a formal application. The purpose is to provides the applicant with a clearer understanding of the steps which will be required in order to complete their project.
When is Project Review recommended / required?
Project review is REQUIRED for all commercial building permits, but is also STRONGLY RECOMMENDED for home-based occupations and businesses such as child day care centers, bed and breakfast facilities, multi-family dwellings, and other small-scale commercial activities.
How does the process work & how long does it take?
The project proponent must submit a complete description of the project, including all information on the Project Review Request Form (click to download). Staff may request additional information prior to sending the request to the Project Review Team.
The Project Review Team includes county representatives from Planning, Building, Environmental Health, and Roads, (in addition to other agencies, if applicable) It meets every week.
The review team determines which permits will be necessary, provides an estimate of required fees for the project, and then forwards this information to the Project Coordinator. Generally, within 7 - 10 working days of the meeting, the Coordinator will mail an information packet to the applicant, which includes the application form(s) for each required permit, and any applicable Development Assistance Brochures.
What are the benefits of using Project Review?
First, the proponent will know early in the process what County approvals are necessary to finish the project. This will allow well thought out development decisions instead of reactions to problems and additional requirements as they are identified.
Second, County staff will research some of the applicable background material for your development, such as: zoning designation, permit history, mapped critical areas on the property, and other information needed to obtain permits from the County.
Is there a fee for the Project Review Process?
No, not for Project Review itself. (If the project complexity requires a pre-application conference, that fee is $150.)
How long is my review good for?
The Department will keep the project review information on file for a period of 6 months. After this time period, if no action by the applicant has taken place, the Project Review Request Application will be destroyed. This is necessary because County Codes, including the Zoning, Health Requirements, and Building Codes are subject to change. Project Review does not "vest" a development project.
Application requirements
Applicants should include all of the requested information on the forms. An adequate review depends on adequate information about details of a project including a complete site plan, any existing buildings, proposed buildings, signage, etc.
