Your child is in the Clallam County Juvenile Services Center, also known as "detention" or "juvie". We (staff) know that this may be a difficult time for you and your family. Our purpose is to provide a secure and supportive environment for your son/daughter while they are here. We have given you this handbook to explain what our policies, programs and services are. If you have any questions, please ask a staff member.
Court: If your son/daughter was booked into detention on a new charge or a Clallam County Superior Warrant or apprehension Order, they will normally have an initial detention hearing the next court day, (Monday thru Friday, except Saturday, Sunday and Holidays). Call the Prosecutor's Office (417-2301) for time and place of the detention hearing.
Visitation:
Only mom, dad or legal guardian may visit. Others on a case by case basis may visit with detention manager's approval. Visitation hours are Sunday and Thursday, 6:30-7:00 pm and 7:00-7:30 pm. Saturday, 2:30 pm-3:00 pm and 3:00-3:30 pm. Visitation limited to 30 minutes (per visitor), no more than 3 visitors at one time.
Youth shall have the option of receiving visitors.
Prohibited items are posted at the security/visitor door. Prohibited items should be left in your vehicle. There is a key locked locker provided in the entry way for a charge of 25 cents.
Picture identification of visitors may be requested.
Visitors must adhere to all rules regarding visitation.
Visitation will be monitored by direct supervision.
Visitors are subject to search and/or admission denial if:
- There is prior information of a security risk involving the visitor.
- The visitor has been involved in passing contraband on a prior occasion. Contraband is to be considered any item that has not been pre-authorized by detention staff.
- The visitor is suspected of using alcohol or illicit drugs prior to visit.
Parents are automatically approved for visitation unless they have been involved in criminal activity with the juvenile. Other family members over the age of 21 may be approved by the Director or designee with input from caseworkers and probation counselors.
Special visits may be arranged in the following circumstances:
- Youth are departing for an institution.
- Family members traveling more than one hour.
- Health limitations of the youth or family member.
- Director or designee discretion.
You and your son/daughter must maintain appropriate behavior and language or your visit will be terminated.
Telephone Calls: All calls from detention are made from the dayroom collect phones. Youths may call during their free time only.
If your son/daughter wants to make a call on a regular phone, they need to arrange it with their probation officer or the detention manager/leadworker.
You will not be able to make personal calls to your son/daughter or leave messages while they are in detention.
Mail: Mail is picked up daily during normal working hours. We will supply paper and envelops to your son/daughter, we do not supply stamps. Stamps may be sent through the mail or you may bring them in at visiting time.
You may bring mail to your son/daughter that has gone through the post office and is unopened, all other cards, letters, etc. will be prohibited.
Medical: If your son/daughter needs medical attention while in detention, we will contact you requesting insurance and doctor preference information prior to making an appointment.
In an emergency, we will contact you and have you meet us at the hospital, children's clinic or your doctors office.
We have sick call twice a week. Your son/daughter must request to see the doctor/nurse.
Medications: Over the counter medications (Tylenol, cough syrup) must be approved by parent(s) or legal guardian before they are given to a youth.
If your son/daughter is taking prescribed medication, the medication must come directly from the pharmacy. If you have medication at home, you must take it to the pharmacy (we use Jim's Pharmacy) so that the pharmacist can confirm what the medication is. Then either they will deliver it or we will pick it up.
We WILL NOT accept any medication from anyone except the pharmacy.
If your son/daughter has a medical appointment in the community while here, you will need to reschedule it or get a furlough from the court. Your probation officer must arrange for the furlough and transportation to the doctor.
Other Programs: AA/NA We have AA/NA meetings every Saturday from 3-4pm. These meetings are not mandatory.
MINISTRY We have non-denominational services every Saturday from 9-10:00am. We also have a staff Chaplain on call. Again your son/daughter must request these services.
SCHOOL All youths are required to attend school, even if they have graduated from high school or have their GED.
ARTS AND CRAFTS Class is held on Saturday afternoons.
RECREATION Staff and weather permitting, both inside and outside recreation is offered during free time on weekends.
Level System Youths entering detention are classified into a specific status during admission, based upon the nature of referred charges, prior criminal history and other circumstances which merit special attention. Normally entry level is Level II, probation officers may request an entry level other than Level II.
