Clallam County Juvenile Services Detention Handbook
Including Programs, Policies, Behavior, Rules/Regulations,
Standards and the Level System

You are at the Clallam County Juvenile Services Center, also known as "detention" or "juvie". We (staff) know this may be a difficult time for you. Our purpose is to provide a secure and supportive environment for everyone here. We have given you this handbook to explain what you can expect and what we expect while you are in detention. The first expectation is that you will read and understand this handbook, and that you will ask staff for help if you have any questions. You will be tested on the handbook before you can move up the Levels System. While in detention you are responsible for knowing the difference between acceptable and unacceptable behavior without any reminders. Specific rules are listed to help you understand the expectations.

Detention Orientation: Staff will give you an orientation during the intake process. If you are new here the staff will briefly go over this handbook and answer questions about what to expect. If during your stay here you are having personal problems or problems adjusting to detention you may request to talk to staff.

Parent/Guardian Notification: Staff will call your parents or legal guardian immediately to let them know you are here and to ask them questions about your medical history. Staff will also tell your parents/guardians when they can visit and what number to call to inquire about your court appearance(s). We will keep calling until we reach them.

Court: If you were booked into detention on a new charge or on a Clallam County Superior Warrant or Apprehension Order, you will have a detention hearing usually the next court day (Monday through Friday, except Holidays).

If you were booked on a warrant from another county, your hearing will be in that court and we will notify you of the time and place when we have that information.

Visitation: Only mom, dad or legal guardian may visit you. Others on a case by case basis may visit with detention manager's approval.

            Tuesday: 7:00 - 8:00pm
            Thursday. 7:00 - 8:00pm
            Saturday: 7:00 - 8:00pm
            Sunday: 7:00 - 8:00pm
             

Visits are limited to 30 minutes within the 7:00 - 8:00PM time limit. Visitors from extended distances i.e.; Port Townsend, Forks, etc. may visit for 1 hour within the 7:00 - 8:00PM visiting time.

You and your visitors must maintain appropriate behavior and language or your visit will be terminated. You do not have to visit if you do not want to. Your visit may be canceled at any time staff feels it is necessary.

Meetings with service providers, mental health counselors or attorneys also take place within the facility.

Supplies: During intake you will be given a toothbrush, toothpaste, comb, soap, paper and pencil (pencil may not be issued because of prior misuse). Other hygiene supplies will be given as needed. Soap, shampoo and deodorant will be given at shower times. You must turn in used supplies to get new ones, including empty toothpaste tubes. Your parents/guardians are not allowed to bring you any personal hygiene supplies.

KITE (Request Form): KITES are issued to you daily, they are used to request anything you need, hygiene items, attorney/counselor/probation contact, medical needs, shaving and any other services you may require. KITES are turned in to the staff serving breakfast, KITES will not be accepted at any other time.

Telephone Calls: All your calls must be made during your free time from the collect phones in each pod.

If you want to make a call on a regular phone, you need to arrange it with your probation counselor because you can not make phone calls from detention business phones.

You will not be able to get any personal calls or messages while you are here. The calls you make may be restricted by the court or by the person you are calling.

Mail: We will provide paper and envelopes. Level V's will receive two stamps per week. All others must supply their own stamps. Your parents may bring you stamps or you may receive them by mail. All stamps received will be given to staff to put into your property.

Youth will open their mail in front of staff unless it is from your attorney or the prosecutors office. If contraband is suspected, your mail will be opened by staff in front of you. Outgoing mail must be addressed as follows:Your Name, First & Last

Outgoing letters with other marking or graffiti will be returned to you.

Personal Belongings: All of your personal belongings will be kept in a locker or container in the laundry room. Valuables may be put in the Control Room locked box. You will not have access to your personal belongings while in detention.

If you come into detention with tobacco products we will only give these products back to your parent/legal guardian upon your release.

Personal Hygiene: You are required to shower every day. If you refuse to shower you will receive a yellow mark and/or a level drop.

You will be given clean underwear, socks, T-shirt, and towel every day. Clean sweats are offered twice a week (Wednesday, Saturday). Your bedding is changed on Saturday mornings. We will inspect all clothing and bedding any time you return or exchange it and you will be responsible for any damage found. Blankets will be exchanged the last Saturday of each month depending on length detained.

You must keep your room clean and your trash thrown away. You can not have any food in your room.

Meals: Meals are served around 7:00AM, 11:30AM, 4:30PM. A snack is offered around 8:30PM.

Medical Attention: The staff nurse or doctor comes approximately twice a week. If you need to see them, put your request on your KITE. If you are sick or hurt at any other time, let us know so we can arrange for someone to see you if necessary. You must have written permission from your parent or guardian to get any over-the-counter medicine, such as Tylenol/Aspirin.

If you have a medical appointment in the community while you are here your parents/legal guardian will need to re-schedule it unless it is an emergency.

Building Emergencies: If you hear an alarm, please get dressed and wait quietly on your bed. Listen carefully and follow all staff directions. Please do not ask questions at this time -- we will keep you informed. If we have to let you out of your room, or out of the building, we will tell you where to go. You must WALK -- NOT RUN, AND NO TALKING.

Complaints: If you feel you have been treated unfairly by staff, ask for a grievance form. Fill it out and give it to the leadworker/senior staff on the same shift the situation happened on. They will speak with the staff involved, who will then talk to you about the incident as soon as they can.

If you are still not satisfied, you can ask the supervisor to review the matter. They will not talk about whether you did something or not, but will review whether or not staff treated you fairly.

If you are still not satisfied, you can request to talk to the detention manager or the administrator, in that order.

School Program: If you are Level 2 or above, you must attend the Detention School Program, even if you have graduated from high school or have your GED.

While you are in school, you can work toward credits/grades for the school you last attended or you can work toward your GED. School staff will contact you the day after you are booked into detention (Monday through Friday) and will orient you to the school program. It is your responsibility to get up, make your bed, clean your room and be ready each morning to go to school when notified by staff.

Here is what you can expect if you miss school for the following reasons:

  1. If you choose not to participate in school while you are here, you will receive a yellow mark and your time to your next level will start over again. You will also stay in your room for the rest of the day.
  2. If you are too sick to attend school, you will stay in your room for the rest of the day.
  3. If you are sent back from school, you will either stay in your room for 15/30 minutes and/or receive a yellow mark. You may also be sent back to your room for the remainder of the day.

Other Detention Programs: Other programs are normally held during your free time. Everyone on Level II or above can participate.

The programs are both outside/inside recreation, AA-NA Meeting (Saturday), Ministry Counseling and Arts and Crafts.

These programs help you learn skills for interacting with others in detention and in the community. We will encourage you to use and practice the skills you have learned.

Policies: You will be placed on Restricted Level II or Level I, and may also face new charges or a probation violation for violating any one of the rules or regulations listed below:

  1. Shower, brush your teeth and change underclothing and shirt daily.
  2. Clean up your room and make your bed before coming out of your room. Clean room as directed by staff. It is your responsibility to check "Daily room Inspection Sheet" posted in each pod daily. All items that need to be corrected will be prior to free time.
  3. Help with cleaning when asked by staff.
  4. Help with laundry when asked by staff.
  5. Participate in programming (school, P.E., crafts, etc.)
  6. No talking during school time and no shouting or talking in speakers to other residents. No looking into or entering a residents room. No talking to residents in rooms or from room to room while in your room.
  7. Follow directions given by staff, do not argue with staff.
  8. No derogatory remarks directed at staff or others. (1st time warning, 2nd time Yellow Mark)
  9. No written or verbal profane or abusive language.
  10. No written or discussion of crimes, escapes, drugs or other illegal activity.
  11. No physical contact with residents or staff, NO assaults real or threatened
  12. No running in the building.
  13. No pounding, kicking on the walls, door, screen, glass, bed or bedding.
  14. No defacing or damaging of County property. You will be held responsible for any facility damage and payment or repair of such. Criminal action and/or loss of privileges may result.
  15. Do not tamper with any light, smoke detector or speakers. This includes putting anything on/in or near them.
  16. You must sleep on your bunk with your head positioned at the farthest end from your door.
  17. All issued clothing, including slippers must be worn when out of your room except your sweatshirt. No clothing is to be worn inside out or tied around your person. Pants will not be sagged and pant legs will not be pushed or rolled up.
  18. Do not leave the school/recreation area without staff permission.
  19. Do not move the T.V. Watching "MTV" or "The Box" is prohibited.
  20. Do not touch the fencing that encloses the outside recreation area.
  21. When asked to return to your cell, do so immediately, close and lock your door behind you.
  22. You are responsible for returning to your room at your lock down time.
  23. No passing of notes.
  24. All outgoing mail from detention will have no writing, drawing or graffiti on the envelope. Letters will not be mailed if there is a violation of this rule.
  25. Contraband: is any drugs, alcohol, tobacco, food items, medication or any device that could be used as a weapon or tools of escape, or anything not issued or authorized by the Juvenile Administrator, Detention Manager or Detention staff. Any issued items which have been altered are contraband. You may not have any contraband in your possession. If found it will be confiscated and criminal action and/or loss of privileges may result.
  26. Any drawings, graffiti or anything verbal or non-verbal related to drugs/alcohol, weapons, pornography, satanic or gang related activity (staff perception), will result in an automatic level drop to Level II, no matter what current level you are on.
  27. Any written items which appear to be criminal in nature or referring to criminal behavior, will be confiscated and turned over to appropriate law enforcement.
  28. Failure to participate in school will result in a yellow mark as well as confinement to your room for the remainder of the day.

Level System:
Juveniles are classified into specific status's during admission, based upon the nature of referred charges prior criminal history or other circumstances which merit special attention. Normally entry level is Level II. Probation officers may request an entry level other than Level II.

Definitions:
Level I:
Security Risk/Suicidal Youth

  1. Security risk youth will be allowed out of their rooms for an hour daily for recreation and/or exercise. School program will be in their rooms.
  2. Suicidal youth will be monitored and placed in an appropriate program as determined by the Director or designee.
  3. Youth may be allowed to have photographs, reading material, paper, pencil and envelopes in their rooms.
  4. Suicidal youth are not allowed to have a pencil in their room (refer to suicide assessment form). Youth who pose a security risk may be allowed to have photographs, reading material, paper, pencil and envelopes in their room.
  5. Youth will have access to visitors, phone calls and mail if behavior warrants.
  6. Meals will be served in the dining room or segregation cell if the youth is agitated. Status of youth will be reviewed daily by leadworker/senior staff. If Level II is denied, the youth will spend one more day on Level I status.

Restricted Level II: Offender/Non Offender

  1. Restricted Level II's School Days: On school days, youths on this level will attend school unless there are medical or behavioral restrictions. They will get one (1) hour of free time immediately after school. No free time after the evening meal.
  2. Restricted Level II's Non-School Days: Access to out of room programming is limited to two (2) hours per day. One (1) hour AM and one (1) hour PM.
  3. If a youth is an ongoing behavior problem, detention staff are authorized to place the youth on Restricted Level I. Additionally probation and detention staff may authorize additional specific program and activity restrictions.


Level II: Entry level for most youth admitted to detention

  1. All youth on Level II will be on day program. The youth will attend school but will not be eligible for programs after the evening meal.
  2. Room time during school breaks, and visiting, unless meeting a visitor.
  3. Approved items are allowed in rooms.
  4. Visitors, phone calls, and mail allowed.
  5. Youth is allowed out of room from 9:00AM (0900) - room time after the evening meal.
  6. On weekends and holidays youth will return to their rooms after the noon meal.
  7. Status of youth will be reviewed daily by detention staff. If Level III is denied, youth will spend one (1) more day on Level II status. If a youth is dropped from a higher level, that youth will remain on the lower level for seven (7) days before being eligible for a level raise.

Level III: Minimum of 72 hours at previous level, with acceptable behavior.

  1. School program/room time during breaks.
  2. Access to structured recreation in evening.
  3. Room time 8:00PM (2000).
  4. Approved items allowed in rooms.
  5. Visitors, telephone calls and mail allowed.
  6. On all non-school days youth are allowed out until after the evening meal.
  7. Youth will return to their rooms after the noon and evening meals.
  8. Status of youth will be reviewed weekly by detention staff. If Level IV is denied, youth will spend another week on Level III.

Level IV: Minimum of seven (7) days at previous level

  1. School program/room time during breaks.
  2. Access to structured and open recreation in evenings.
  3. Approved items allowed in rooms.
  4. Visitors, phone calls and mail allowed.
  5. Room time is 9:00PM (2100).
  6. Program hours remain the same on non-school days. Youth will return to their rooms after the noon and evening meal.
  7. Status of youth will be reviewed weekly by detention staff with input from all staff. If Level V is denied, youth will spend another week on Level IV.

Level V: Honors Level Minimum of seven (7) days at previous level

  1. School program/may remain out of room during breaks at staff discretion.
  2. Access to structured and open recreation in evenings.
  3. Room time at 10:00PM (2200).
  4. Approved items allowed in room including two (2) posters.
  5. Youth may mail two paid letters per week.
  6. Youth may be allowed to assist staff with various housekeeping duties in detention.
  7. Program hours remain the same on non-school days. Youth will return to their rooms after the noon and evening meal.
  8. Status of youth will be reviewed weekly by detention staff to determine if honors level will be maintained.

Smoking: Smoking is not allowed in this facility, on the grounds, or in county vehicles

Yellow Marks: Yellow marks may be given for minor infractions and rule violations. (staff perception)

  1. Three yellow marks in a one (1) week period will result in a level drop.
  2. A yellow mark on Level II an that youth will wait one more day before being eligible for Level III.
  3. A yellow mark on Level III, IV, youth will wait one (1) week before being eligible for next level.
  4. One yellow mark on Level V is an automatic drop to Level IV. Youth will wait one (1) week before being eligible for Level V again.

Room Call Buttons: The call buttons in your room, pods, etc., are for Emergency Use Only. Example; TP, pads, injuries. Other request (sharpen pencil, what time is it?, etc.) are NOT emergencies.

You must get books or sharpen your pencil during free time, not after or during meals.

If you violate this rule you may lose a level.
