ESPRESSO STAND OR MOBILE FOOD UNIT
FOOD SERVICE PLAN REVIEW

All new and remodeled food service operations must complete a plan review process.  To avoid delays, a plan review must be submitted and reviewed before construction begins.  A minimum of two (2) weeks will be necessary for Environmental Health Services to review and approve plans.  Any revision of plans must be submitted to Environmental Health Services in writing for review and modification or approval.

Please note that a required plan review fee is due and payable prior to the plan review and pre-opening inspection.  Plan review fees are charged according to the type of menu proposed and are listed below.

  • Non-complex Menu (Plan review fee $100.00) – Any food service establishment which serves and/or prepares potentially hazardous foods, but does not meet the definition of a Complex Menu operation (C.C.H.R. 3.02(k)).  See Definition of Complex menu on following pages.
  • Limited Food Service Establishment (Plan review fee $60.00) – Any food service establishment which sells only approved, pre-packaged, non-potentially hazardous foods.  No preparation of food is involved (C.C.H.R. 3.02(j)).

If additional inspections and services are requested or required and provided, you will be billed at a rate of $60.00 per hour for technical assistance.

In accordance with WAC 246-215-230, a pre-opening inspection is required by the health officer to determine compliance with regulations before issuing a food service permit to an espresso stand or mobile food unit, and following extensive remodeling of an existing facility.  An inspection may be required for the renewal of a permit, before issuing a new permit to an existing food service establishment, and/or for an existing food service establishment when the ownership has changed.

Please contact this office at least five (5) working days prior to the contemplated opening and arrange for a pre-opening inspection.  All construction and cleaning must be completed prior to the pre-opening inspection.  In addition, all equipment must be in place and functioning at the time of the pre-opening inspection.  Your annual operating fee is due and payable at the time of your pre-opening inspection.  Fees are based on establishment type:

  • Mobile unit (potentially hazardous food)                                          $150.00
  • Mobile unit (non-potentially hazardous food)                                   $100.00
  • Espresso (mobile & booth - classified as limited food service)    $100.00

Please note that Environmental Health Services licenses owner/operators of food service establishments, not the facility.

If you have any questions regarding the plan review, or if you need further assistance, please contact the Environmental Health Food Safety Program by calling (360) 417-2258.
