INCIDENT COMMAND SYSTEM (ICS)

Clallam County operates using the Incident Command System (ICS).  The ICS was developed in the 1970s following a series of catastrophic fires in California and is a standardized, on-scene, all-hazard incident management concept.  ICS has considerable internal flexibility and can grow or shrink to meet different needs.  This flexibility makes it a very cost effective and efficient managment approach for both small and large situations.

In response to attacks on September 11, President George W. Bush issued Homeland Security Presidential Directive 5 (HSPD-5) in February 2003.  HSPD-5 called for a National Incident Management System (MINS) and identified steps for improved coordination of Federal, State, local and private industry response to incidents and described the way these agencies will prepare for such a response.

The Secretary of the Department of Homeland Security announced the establishment of NIMS in march 2004.  One of the key features of NIMS is ICS.

COMPREHENSIVE EMERGENCY PLAN (CEMP)

planningThe Comprehensive Emergency Management Plan for Clallam County is one of many efforts to prepare people for emergencies and is formatted to be consistent with Federal and State standardized plans to provide interoperability between local, State and Federal levels of government.

The CEMP is for use by officials to provide emergency management before, during and after disasters.  It gives the policies, information, recommendations and guidance necessary for officials making operational decisions and is models after the ICS.

EMERGENCY OPERATIONS CENTER (EOC)

The Emergency Operating Center (EOC) serves as the center of the county´s disaster operations. All functions of this Emergency Operations Plan, operating under the Standardized Incident Command System (ICS) will be carried out from this location. If the primary location is not usable, an alternate location will be utilized.

Primary EOC: Clallam County Courthouse, 223 East Fourth Street, Port Angeles, WA. This site is powered by emergency generators and equipped with radios, laptops, video conferencing connected to the State EMD, telephones, maps, and will be staffed 24 hours/day during an activation..

Alternate EOC: City of Port Angeles Fire Department, 205 East Fifth Street, Port Angeles, WA.

There are three types of activation:

  1. Minimum activation: The EOC is activated by one or two people to collect data on the situation, release public information if needed, and call other staff to the EOC if situation escalates.
     
  2. Partial activation: The EOC is activated, but only some of the positions are filled. This may involve a smaller emergency that a limited number of responders can handle, it might involve the early stages of an expanding disaster, or it might involve the late stages of a response prior to deactivation of the EOC.
     
  3. Full activation: The EOC is activated, and all or most of the positions are filled. This involves an emergency requiring a county-wide emergency response personnel effort and/or resources above and beyond the countys capability.

Stay tuned to KONP, KIKN, KVAC/KLLM Forks or NCN for emergency information and instructions from the EOC. If you are requested to evacuate, you should either make arrangements to stay with friends or relatives, or in a shelter set up by Clallam County in cooperation with the Red Cross. Be sure to bring any necessary medication and a change of clothing with you.
