The Clallam County Human Resources Department provides professional and technical advice to all County departments. Staffing consists of a team of five: a Director, a Personnel Analyst/Chief Examiner, a Safety Training Officer and two Personnel Specialists.

The County has two distinct personnel systems: one is the Charter-designated County-wide system commonly referred to as the "personnel system;" the other is the statutory Civil Service system for the Sheriff's Department.

The Human Resources Department is responsible for all recruitment and testing functions of County government. It maintains the official files and records for all employees. The Department administers employee/labor relations, payroll, contracts and negotiations, all employee benefits, payroll for all County employees and several taxing districts, a self-funded worker's compensation program, a self-funded unemployment compensation program, training, loss control and risk management services, purchase of County insurances, policy development and administration, orientation of all new employees, a
disability board for County-wide LEOFF I employees, the County Civil Service functions, and all legally required personnel functions including Equal Employment and Affirmative Action.
